`PUT /api/settings/credentials/{kind}/{id}/scope` — move a credential to another ADR 0038 tier in place. Idempotent: a move to the tier the row already occupies succeeds without a write. `409` when the target tier already holds a credential for that provider (migrations 176/177 allow exactly one per tier) — the server REFUSES rather than replacing, because a move carries no plaintext with which the displaced secret could ever be restored.
